L’EUROPA VA ALLA GUERRA: DALLA “GREEN ECONOMY” AL BUSINESS DELLA MORTE

Tendenza internazionalista rivoluzionaria (italiano – english)

Riarmo europeo a guida tedesca?

«Paesi dell’area balcanica e danubiana!

NO alla guerra in Ucraina!

Europe goes to war: from the “green economy” to the business of death

The Russian aggression against Ukraine, whatever its outcome on the ground, has given the impetus to a rearmist earthquake in Europe, with its epicenter in Germany, which will upset the order of the continent and the world much more than the advance of Russian tanks on Kiev. The Germany of the Social Democrat Scholz, while removing the fig leaf of the ban on the export of weapons in war theaters (Germany is already the fourth largest exporter of arms in the world), also abandons the line adopted for 50 years of the Wandel durch Handel, the change through the commerce, to resume the militarist path already tragically pursued in its past. Indeed, in addition to sending large quantities of weapons to the Ukrainian government, and adopting heavy financial sanctions against Russia, the Bonn government announced that Germany will increase its military presence in the East: troops in Lithuania, aerial reconnaissance in Romania, establishment of NATO units in Slovakia, strengthening of naval patrols in the Baltic, North Sea, Mediterranean, defense of the airspace of eastern NATO members with anti-aircraft missiles. Finally, amid the thunderous applause of both majority and Christian Democrat deputies in the Bundestag, Scholz announced that the government is equipping itself with a special fund of 100 billion for rearmament, bringing military spending to over 2% of GDP. This means a huge leap, of at least 50% more, in investment in armaments. Among other things, they will be used to “build the new generation of fighter planes and tanks here in Europe together with European partners, and in particular France”, in addition to the Eurodrones and a new nuclear-capable aircraft that will succeed the Tornado.

German-led European rearmament? From the “green economy” to the business of death. On the stock market the shares of Fincantieri and Leonardo, the champions of the Italian military industrial complex, immediately jumped up by 20% and 15%; and the Italian Oto Melara of the Leonardo group promptly applied to participate in the construction of the European tank together with the Germans and the French. In turn, the president of Confindustria Carlo Bonomi has seized the ball to say: “we must change the investments of the PNRR in energy, defense and research”: less butter, more cannons, this is the new formulation of the PNRR proposed from Confindustria to the Government.

Scholz called it an epochal turning point, and it is. Germany, although it has a GDP slightly higher than Russia, has a manufacturing production equal to 3 times and a production of machinery and motor vehicles equal to many times that of Russia. German imperialism therefore has a much greater rearmament potential than Russia’s (whose industrial apparatus has always been focused on the military complex), and its awakening is an unwanted result of the Russian military offensive that could transform the Putin’s gamble in a fatal miscalculation. The United States itself, which for decades has been asking for an increase in German military spending to 2% of GDP as a contribution to NATO spending, is stunned by an increase of over 2% with the aim of developing a war industry independent from the USA, potentially European. And it is no coincidence that, almost simultaneously, the president of German industrialists, Siegfried Russwurm, flatly rejected the US request to untie the economy of Germany from that of China: “We have not been and will not be recipients of the American government orders. (…) Putin’s crimes are not the end of global trade and the global division of labor. Exchange, not partition, remains our principle “. At least as long as the German capital is not equipped sufficiently to participate fully in the partition … then they can easily change the principles too.

The entire European Union immediately breathed in the new air coming from Germany and for the first time decided to finance as the EU the supply of arms to Ukraine (with the Peace Fund!). For its part, the Italian government, which quietly increased military spending by 20% in three years, broke the delay by announcing the sending of weapons to the Ukrainian government, operating the drone system commanded by Sigonella, confirming the sending of other soldiers in Latvia and Romania within the NATO device and giving life to a hysterical russophobic propaganda campaign to the point of delirium. Italy, in this way, has already entered the war – although in the typical “Italian” way, it is done but without saying openly what is being done. Spain remains alone among the major EU countries not to send weapons, in the company of Turkey’s NATO, which tries to balance between Russia and Ukraine, even by blocking the passage of military ships through the Straits.

Needless to add, because it is a structural fact, that at the very moment in which the EU takes “unanimous” decisions and “common” commitments, each of the member states does so thinking of pursuing their own national interests in competition with the others. Although – at the same time – yesterday the advent of the pandemic and today the war conflict in Ukraine pushed the EU to unforeseen decisions and long opposed by most, also due to the clear perception that the US is also at war against Europe (a war at the moment economic and diplomatic), and not only against Russia and … against Ukraine, thrown into a tragic clash with the promise of making it a member of NATO and the European Union.

The sanctions launched by the USA, Great Britain, EU: expulsion of 70% of banks from the SWIFT international payment system, blocking of funds from the Russian Central Bank, blocking the supply of technological products with potential military use, in addition to the blocking of assets to the foreign affairs of a series of oligarchs and leaders of the Russian regime, including Putin, are just as many acts of economic warfare that hit hard the Russian economy, an integral and integrated part of the international capitalist and financial system. To curb the collapse of the ruble, the Central Bank had to respond by doubling the reference rate to 20%, which risks causing a recession in sectors other than the military. Rising cost of living following the rise in prices of imported consumer goods, rising unemployment following the closure of non-war factories and most multinationals: the consequences of the sanctions fall heavily on Russian workers without impeding production for war, which will have priority.

We denounce German, Italian and European rearmament, whether it occurs within the NATO framework or in the perspective of a European army: all weapons at the service of the imperialist policy of sharing the world market, exploitation of proletarians and oppression of peoples. These weapons will multiply the violence, destruction and deaths in the next imperialist conflicts, and will serve to demolish, as in all wars of capital, the value of a great mass of labor-power, to militarize the class conflict and societies, to poison the minds and hearts of the proletarians with an overdose of putrid nationalism. In addition to NATO, the troops of European countries, including Italy, are present in other continents, especially in the former African and Middle Eastern colonies, where they try to maintain the influence of European states and capitals (often in competition between them) against the real national independence pressures and against the penetration of competing super-powers (from the American to the Chinese one).

In Ukraine the armies of two reactionary governments clash, albeit of unequal strength, both business committees of large private and state capital, both guarantors of the exploitation of millions of proletarians in their respective countries, with low wages and subject to employer and state repression. The war was opened by Russia, but the Zelensky government, which has chosen the EU and NATO deployment, is totally co-responsible for opening the Ukrainian territory to US provocations, up to the carrying out of NATO military exercises on its own territory, to the construction of biological weapons laboratories and the declared intention to join NATO. And if this were not enough, it is fomenting in every way, with the request for the “no fly zone”, for NATO bombers and with incendiary appeals, the transformation of the ongoing war into a world war – what would constitute the most catastrophic solution for this country and, above all, for the workers of Ukraine.

We stand by the Ukrainian people who suffer destruction and death, in solidarity with the refugees forced to flee their homes, and we understand that a large part of this population feels the Russian invasion of war as a terrible blow to their sense of national belonging, to their dignity and their survival. We are for the immediate end of Russian military operations and the withdrawal of Russia from Ukrainian territory, against Putin’s declared attempt to reduce Ukraine to a Russian province, overturning Lenin’s communist approach. We stand for the right to self-determination of peoples on the basis of the struggle against all national oppression, against all oppression and denial of the rights of all nations, a principle that must obviously also apply to the Russian-speaking minorities in Ukraine. But the actual realization of all this, an arrangement fully respectful of democratic and national rights will certainly not be the result of the nationalist opposition stirred up by the pro-Western factions, now led by Zelensky, or by the pro-Russian ones, much less being the consequence of the ongoing war between imperialist camps – among which the United States and NATO have been for decades and remain the main factor of warfare in Europe and around the world.

The historical and political perspective we are inspired by is that magnificently expressed in August 1920 in the Manifesto of the Balkan-Danube Communist Federation to the working classes of the Balkan-Danubian countries, in which it was said in the aftermath of the First World War:

«Countries of the Balkan and Danube area!

«Many hoped that the world war would unite divided and oppressed peoples. In the name of national reunification, the Balkan peoples have also been involved. Today, however, everyone can see that the war has not solved these problems and, on the contrary, the peoples have emerged even more divided, even more oppressed. […]

«The imperialist war has therefore produced a new slavery, a new fragmentation, it has laid the foundations for new enmities, for conflicts and even more horrendous wars.

«The communist parties of the Balkan area are, as before the war, enemies of every national oppression, of every subjugation of a people or a minority of it by another people. We stand for the full freedom and equality of the Balkan peoples and for the right of each of them to self-determination. At the same time, however, we say that, given the existing national conflicts, the unification of these peoples is possible only within the framework of a Balkan-Danube federative Soviet republic, the only one capable of ensuring peoples equal rights and equal opportunities for development. The first step towards this reunification was taken by the Communist parties with the constitution of the Balkan-Danube Communist Federation. There is no doubt that the urban and rural proletariat, united in the organizations of the Communist Federation for the common revolutionary battle, will march without delay after the conquest of power and the creation of the Soviets towards the establishment of the Balkan-Danube Soviet Socialist Republic, in which all peoples and territories will be free and equal. »

Although this grandiose prospect of liberation of the exploited was prevented by the counter-offensive of the world capitalist reaction, both democratic and Nazi-fascist, it remains the only prospect of liberation and peace possible also for the “Ukrainian question”, which renews in the North-Est many of the typical characters of the tangle of peoples of the Balkan-Danubian area. What freedom and what peace, in fact, could there ever be for a Ukraine over which they claim rights, besides Russia, the United States, the united and disunited sharks of the European Union, Great Britain, Turkey, Israel, Poland, China (and what else?). What freedom and what peace for the exploited and exploited of this tormented nation with millions of emigrants expelled from their homeland by the suffocating power of global capitalism?

Ukrainian class sisters and brothers, Putin’s tanks are only completing the destructive work begun decades ago by the IMF and Western powers, and supported by all the pro-Western and pro-Russian business groups that have profited from your impoverishment and your diaspora as cowards. Those who, from Washington to Rome, stripped you naked and hurled you on an adventure to make war for them will certainly not be able to save you from the Russian invasion, just as we will not be able to save ourselves from the disasters that are coming even in the western part of the European continent without taking action in the first person, and at the same time oppose ourselves to “our” exploiters, to “our” governments, to “our” generals. Remember the fatal ending of the wars in Yugoslavia and against Yugoslavia. Who benefited from them? The wars of capital are gold for the capitalists, mourning and misery for us.

Before the provocative expansion of NATO to the East, now the cannons and missiles unleashed by Russia in Ukraine have given rise to German and European rearmament, which prepares the active participation of European countries in new large-scale military conflicts. Italian imperialism is an active part of this rearmish process. Virtually all the parties in Parliament, with very few exceptions, support sanctions, arms supplies, sending other soldiers to NATO borders, rearmament – with military spending rising to 2% of GDP (an increase of approximately 50%, from 26 to 38 billion euros!) decided in a few hours by the government and parliament, its mat. The only force that can stop this war and this race towards new wars are the proletarians, it is their unity and international struggle against their respective capitalists and their imperialist governments.

Rearmament is against us and our brothers, as well as being paid for with cuts in social spending for health and education. For this reason we are strongly in solidarity with those in Russia who demonstrate against the war with a feeling of class defeatism, challenging the harsh repression and censorship of the government, with the Russian workers on strike against the increase in the prices of basic necessities, and with those small workers’ groups in the Donbass, Ukraine and Russia who are striving, in the midst of this tragedy, to keep class solidarity alive among them.

NO to the war in Ukraine! NO to Italian and European rearmament!

Solidarity with the Ukrainian people against the Russian invasion, unconditional withdrawal of Russian troops!

NO to NATO and its expansion to the East! Dissolution of this criminal association!

NO to sending weapons and soldiers to Eastern Europe, withdrawal of all Italian troops abroad!

Let’s prepare a great general strike against war and militarism!

Proletarians of all countries, let us unite!
